But interpreting the rules and operationalizing them are two different jobs. Legal is not typically built to run a continuous oversight program. Intake workflows, risk classification, control mapping, testing evidence, issue management, and board-facing risk reporting are GRC disciplines, not legal ones.

What approvals were required before deployment?
What evidence was captured prior to launch?
Who is monitoring these systems today?
What happens if performance degrades or the use case expands?
If those questions don’t have clear answers, the organization has documentation, not governance.
What a GRC-Led AI Governance Model Actually Looks Like
Building AI governance into the existing GRC model does not mean GRC works alone. It means GRC provides the structure that connects legal, privacy, procurement, security, data, and business teams into a coherent whole. Without that structure, every function sees only part of the risk, the control environment stays fragmented, and accountability disappears the moment a tool goes live.
In practice, getting there starts with a few fundamentals done well.
Build a full inventory of AI systems in use. That includes not only internally developed models, but also AI features embedded in third party platforms and SaaS products.
Classify those systems by risk in a way that is clear and repeatable. The goal is not to create theory. The goal is to make sure the company knows which use cases need deeper review, stronger controls, and closer monitoring.
Define who approves what. Business teams need a visible path for intake, review, escalation, and signoff. If approval depends on ad hoc conversations, the process will not hold.
Set minimum control expectations. Testing, oversight, logging, vendor review, and issue escalation should not be left to individual interpretation each time.
Connect AI oversight to existing GRC processes. AI risk should feed into the same broader structure used for issue management, control assurance, and board reporting.
From Compliance Topic to Enterprise Risk
When AI governance is embedded in GRC, something important shifts for boards and senior leadership: AI stops looking like a narrow compliance topic and starts being managed as part of enterprise risk. That is where it belongs. The exposures are too broad, and the business impact too real, for AI oversight to sit in a side process with no clear owner.
